I'm not a lawyer, and I don't play one on the web either. But I do believe what Thomas Jefferson had to say about the law. It's written for ordinary people to follow, and so it should be understandable by ordinary people.
Words have a plain meaning that most people would consider when they interpret a law. For example, it seems to me that when a law begins with the words "Any citizen of the United States, wherever he may be, who, without authority..." that law applies to U.S. Citizens and not merely agents of foreign governments operating in the USA.
But then... my "understanding of the law is sadly lacking", or so I'm told in the comments. I guess this explains a lot of things.
It really matters what the meaning of the word "is" is.
"Shall" means may not... "Within a certain number of days" means whenever the Florida Supreme court decides, even if it's after the deadline imposed by law...
Phooey! When the words are there in front of you, and when they are very specific in what they say, arguing the opposite case is simply wrong. Just because a law isn't enforced doesn't mean it's not a law. It does mean that the executive branch is failing in its responsibility.
Either that, or common sense and plain words have been turned on their heads.
